Mexico requires that ALL people on a boat that has any fishing tackle aboard to have a current Mexican fishing license. Even young children who can hold a fishing pole need a license.
A Mexican fishing license is NOT required for fishing from the shore.
As of January 2008, Mexico no longer requires boat owners to have
a boat permit.
