Homeland Security Border Regulations On June 1, 2009 the Western Hemisphere Travel Initiative (WHTI) regulations went into effect, mandating that U.S. citizens present a valid U.S. passport, U.S. Passport Card (Passcard) or other WHTI-Compliant Travel Document (e.g. SENTRI, NEXUS, FAST/ESPRESS etc.) for re-entry into the United States at land border crossings and sea ports-of-entry from Canada, Mexico, the Caribbean and Bermuda. US citizen children under the age of 16 will be able to present an original or a certified copy of their birth certificate, or other proof of U.S. citizenship such as a naturalization certificate or citizenship card. There are also special regulations for U.S. citizen children under the age of 19 traveling with school or religious groups.
